There are pop-up cameras and flip-up cameras and then there's the Samsung Galaxy A80, which performs both motions. How though? Maybe this video can help shed some light: The two motions are apparently driven by just one motor, which first pushes the slider up and then continues pushing until the cameras are fliped around by the mechanism. The Weibo blogger who posted the video has apparently worked up full disassembly schematics for the phone, which should further clear up how the mechanism works.
